MechJeb not offering all the options (and yes, I edited the cfg file)

I was wanting to play around so I decided that I would load MechJeb and change all the functions to be available at start. But for some reason even after changing that, not all were available (Landing, Maneuver Planner, etc). Any idea?
Even went to the dev build and still no luck.
