Are Steam keys only for existing purchases before the Steam announcement or all purchases from KSP store?

No need to upvote, just couldn't find an answer anywhere.
I know existing purchases will be getting a Steam key in the future but I haven't seen mention of whether this is only for those who bought before Steam or if it's like Grimrock or FTL where all purchases from the website get their key.
