Trouble recovering splashed down vessels with RO

With a fresh install of Realism Overhaul with the latest CKAN, all recommended mods and 0 suggested mods, it is very difficult to recover vessels splashed down with the default command pod.
The situation rapidly changes from "splashed down" to "flying", so the recover button rapidly pops up and disappears.
Is this a known issue, and if so which mod should be uninstalled? One of my friends has confirmed that this also happens on a similar fresh install, so it doesn't seem to be PC specific.
