Out of stater with an elk hunting lottery question?

Hey guys so I don’t have elk where I live and I’m in the northeast and don’t want to travel all the way out west and I have had an interest in visiting Kentucky (never been)
When looking online for applying for lottery it said something about an elk quota must be sent in by April 30th? Is that for the lottery…so for short, have I missed it?
