Why can't I collect the bounty on the holy inquisitor?

I am completely lost. I knocked out the holy Inquisitor and he has a 40000 c bounty on his head for shek kingdom and the united city's. The sheks were closer so I tried to turn him in there. On the wiki it says to talk to the hundred guardian behind the desk but it doesn't give me an option to turn a bounty in. It also says on the wiki that I can just put him in a cage so I did but I didn't get a single cat for it. I tried it in squin and admag but it doesn't work. I dont know how this shit works... anybody can help me? If not I'm just making my way up to the united city's
