Shinobi Thieves won't leave the police station, will not replenish money

So I was fooling around in a town and got caught. Guards came, Shinobis tried to assist. We all got arrested. Time passes and everyone is released from jail.

All the Shinobi Crew...boss, Plastic Surgeon, and Trader along with some other randos are standing in front of the cells. They have been there for many days. I sold all the hashish I could but they ran out of money. Now they sit there unmoving and not replenishing their money. The items for sale do change from time to time though.

Is there anything I can do to fix this? I would rather not import because that brings all the NPCs I have taken out back alive again right?
