Is this a keloid? What are my options to get it removed? Please read below.

I had it after having a percing. I took the piercing out maybe 8 months ago and this developed within a month. It feels a bit itchy now after 8 months and worried its still growing. I called a dermatologist and they said best option would be to do excision and then do few rounds of steroid injections. However, am worried it might grow bigger if excission is done. Cant it be removed just by doinv injections?
