Unable to delete my data without subscribing. I do work for the federal government. Who do I sue?

Hi,
I am a federal government contractor working for a different governmental entity at the state level. My passwords are stored in the Keeper app and I am unable to delete them. I'm thinking that I need to report my data being held hostage up to the feds and the state, who should they be getting in touch with for legal issues?
