So I've tried three times now to get invested in Japan. This most recent I thought "Let's do a democracy run and show those Westerners how its done".
But... man if I can't just get into the country. I want to expand the Co-Prosperity Sphere, but Hawaii always either goes Syndie or joins the Entente. Even if I'm improving relations with most of the Asian countries, they all bail during the Tokyo Conference.
What am I doing wrong?
