Best Use of Jewels the Org XIII + Banners?

I was just thinking--the Vexen Banner was an incredible deal for many reasons:
- Falling Price
- Guarantee after 5 pulls and 5-dotted
- Get two or more Tier 6 or higher medals from a selected pool, 0-3 dots each
It was one of the best banners in a long time, that allowed anyone to quickly catch up and guilt a good number of strong medals, especially because of the small pool of ones they offered.
Is saving for this each month the best way for a F2P, or even C2P to continue in the game for the foreseeable future?
Save for these, and the next insane buff medals?
