How to get 5 stars/decent opposition from the DRM without reoppressing?

I've completed the story and liberated everything so now I'm just mucking around doing stunts and shit. I kinda miss having a bunch of DRM guys chase after me on a whim; it's nearly impossible to find a scouting party or squad that'll last more than 5 seconds. Anyone know how to get a good fight without having to reoppress a base or town?
