How exactly is this Swoop attack supposed to work?

The way the site made it look is that you start with a dino on the field (let's assume it's a Nodoapatosaurus). Now, instead of choosing an attack, you decide to switch into your Spinotahsuchus. When that happens, because switch actions are first, it comes into play and immediately gets the swoop. It deals a debuff of 20% bleed over 3 turns, and then switches immediately out to the creature to the right of it on your team lineup, potentially the creature you swapped out initially. Am I getting this right? Is this enough to make Spinotahsuchus playable in a world of 1 cool down instant charge?
