What exactly counts as an intervention in an audit?

Doing an audit and it's been difficult thinking up a specific intervention but of course is needed for speciality points

Any idea what exactly counts as an intervention? For example, would sending out an email to staff stating e.g. "all patients presenting with X condition should have Y test done"

Would that be sufficient as an intervention?
