Sukunas ability is too consume/cannibalize to gain power. The fire arrow is not technically his cursed technique, just a by product of it.
Yuji didn’t gain all of sukunas abilities (fire arrow and whatever else he might have) because he didn’t consume the specific sorcerers/cursed objects sukuna consumed to gain said abilities. Yuji ate all the remaining death wombs (making him a cannibal as well) so his abilities will have correlation with who/what he consumes, just like sukuna.
