I'm a freelance writer. Is it bad practice to submit an op-ed to more than one paper/website?

I member having submitted an op-ed to the Hartford Courant and their website asked that you don't submit it elsewhere unless you don't hear from them in two weeks because they want exclusivity with opinion content I guess.

Is this the norm even if the publication is not expressly stating that you shouldn't submit your work elsewhere? The piece I've written needs to be published in a timely manner to be truly engaging since it talks about a recent event that is likely to continue to create news.
