Joints keep getting clogged up. What am I doing wrong?

So like the title says this has been happening a lot recently. Weather is cold out here 30F so not sure if that’s making it stick together quicker?
I’ve tried rolling more loose and sometimes packing it half way. Same thing, 30% thru.
I’ve been smoking for 3 years daily without this issue so not sure if it’s the weather, paper or my dealers current strains.
