Accomodation cheaper during February?

I'm finalizing our trip for Tokyo next year February. Based on what I've read so far is that February accomodations are cheaper compared to December or early January. However, I'm trying to book now for February and they are more expensive compared to Christmas day(same hotel). Am I missing something? So it's not true that February is relatively more cheaper? Or are the prices for next year on default? Should I just wait next year to book? Any advice would be appreciated.
