Sealed Don Quijote Bags as a carry on?

Going on a trip to the Philippines soon and will have a 21 hour layover in Tokyo. I’m planning on doing lots of shopping which includes getting some skincare from Donki. I am aware that since we get tax free if we show our passport when checking out that I will receive my items in a sealed bag. I plan on buying some products that are past the 3 ounce requirement on liquids.

Since the bag is sealed, am I able to bring the bag as a carry on or should I check a suitcase with the past-limit products in it? & How much would it cost to check in a bag?
