Tokyo Rent A Car Question

As the title says I had a question about renting a car, I tried phoning (81-92-577-0091) but my phone wouldn't complete the call. In Japan do they do drop boxes like the US where you can drop off the car when they are closed? If it helps, I will also use the one in Saitama on Urawa ward. Side question, what are the best places to post itineraries, mine is 28 days long and very detailed so I'm not sure if I should post it here or somewhere else, many thanks for reading this have a good day.
