Today I was visiting Nikko, hoping to assist to the Spring Festival procession. At 10 am (1 hour before the start of the procession), its cancellation has been announced. The reason seems to be the rain, that has been going on non stop since early morning.
So be warned travelers if you plan on attending the festival and rain is forecasted! The employees at the Nikko station tourist center seemed to have no idea there was a chance of cancellation... The visit to Nikko is still worth it though : the forest there is impressive, and I really liked the walk to Tokino shrine.
