Did Caligula Effect 2 fix the NPC issue from 1?

I enjoyed Caligula Effect 1 for what it was and felt it was worth the $20 I spent on it. However, I absolutely did not like the NPC system where you had to talk to them 3 times to get that first heart level and I think there was roughly 500 NPCs you can talk to and some of their quests needed to be completed to unlock stuff. Is the sequel similar in that manner?
