Considering the Fungal Aliens: Exploring the Possibility of Fungal-Based Extraterrestrial Life, what types of fungal government could be plausible and how would those governments function? For instance, many forms of governments exist (democracy, monarchy, federation, confederation, etc.), but I am having a difficult time in visioning how different forms of government would work without the assistance of animals or being motile?
I, personally, would think that many different forms of government could not work for these fungi, but who knows?

This, likely. You'd likely organize fungi by their respective relationships with the plants around them (think of it less as parties and more district, or union) so a mycorrhizal fungus and one living on the bark of a given tree would be considered two different sub units. Then you'd probably use either mycalial or spore packages to put votes and edicts forward.
