Realistically if you don't have post scarcity technology like on Star Trek like replicators and green renewable energy supply from say a Dyson Swarm around the local star to power the tech... how often would you need to send cargo ships to an off world colony to help it thrive plus how much cargo in tons would need to be send plus how much cargo would that colony need to send back of say a rare mineral for the colony to profitable.
Insufficient data for a meaningful answer, but I'll try:
We need to work backwards from what can't be produced or repurposed locally due to having high complexity, a big logistics chain or a high turnover.
Two very important categories would be sealants and welding supplies. Civilization fundamentally relies on our ability to contain and direct gasses and liquids in brutally abusive conditions and our massive catalog of highly specialized polymer and alloy recipes is indispensable in the pursuit of that goal.
This gets worse when you're either in space or trying to terraform.
Stuff like that doesn't have to be brought in often but when it's needed you NEED. IT and attempted substitutions will cause cascading failures and mass casualties.
Just something that came to mind.
Generally you want to think about repair above everything else here.

Yeah you want at least 70-ish percent of this list.
You can shave off the stuff involving animal venoms & STDs since you presumably can just sieve out your intake of living critters and many anaesthetics and gasses are very simple to do locally but otherwise you'd be well-advised to have a good amount of this on deck.
