Like, I get that they're trying to stick to how big modern fleets are and how big they've historically been, but that just wouldn't be the case. Even in a space opera million-worlds context, you wouldn't have say one ship for every thousand planets like we tend to assume, you'd have more like hundreds if not thousands of ships per planet, instead of your evil galactic empire having a thousand ships, they'd probably have more like a billion, to the point where they'd need to space out to avoid gravitational collapse... and you might have multiple such fleets from different factions. Of course that's really just the total number if ships in the empire, individual fleets would probably be far smaller, but still a million ships in your fleet would be nothing, a minor patrol force really...
If you wanted to be realistic the bulk of your average invasion fleet would be civil engineers, bureaucrats, diplomats and civilian police officers so you can outright replace every single facet of your target's political and civic society with your own dudes. 🤷🏻
In fact that's arguably the main reason you'd have a proper invasion fleet in the first place.
Ultimately you're right but A: You're not going far enough and B: It really has to serve the story first and foremost.

Fanon is frikken insane sometimes. They're far more Dune than is commonly given credit for and there that Wyrding Way is primarily a means of intimidation and mental reinforcement than military action.
Hell.
Even in the case of Starkiller or Emperor Vititiate this still holds true more often than not and they're on the absolute furthest end of Dark Side use.

What you want are ideas and the people/facilities tied to the continuation and implementation of said ideas be they factories, universities or churches.
That doesn't even have to be particularly fanatical from a Redditor's perspective.
The Culture are widely considered classic Reddit good guys and even they went on a crusade in the name of sophont liberation.
There's always gonna be someone you consider in breach of universal rights whose existence is thus highly offensive and in need of heavy attitude adjustment.

Usually where it is them on the ground as a major deciding factor it's because they have something that the other side wants and they're defending it with the aforementioned swords.
I know taking a dump on Star Wars is popular nowadays but we don't need to resort to misrepresentation I think.
