How feasible/desirable is a O'Neill cylinder that is heavily oceanic?

Advantages I can think of
1) Lots of beach side property
2) Heat sink and radiation shielding
3) Many people enjoy aquatic transportation
4) Lots of evaporation means you can get a good amount of natural rain
Disadvantages
1) Potentially not the best space usage
2) May introduce wobbling
3) Needs either containment walls or a sun on rails for illumination which introduces complexity
4) Bodies of water are more difficult to keep clean
Anything I'm missing/over or understating?

Yeah I'm thinking about 80 meters max depth probably. Enough to ride most boats and maximize reef formation with a bit of extra wiggle room. Nowadays we've been getting increasingly good at building reefs using electrified structures so we could get the base of each island customized and shaped quite easily.
Then on land we build around a central volcano that integrates with/hides the various bulky tech we want to keep around.
