I've been developing this idea for a quite some time now and I see a lot of potential in it. The gist of it is to modify our psychology in whatever ways necessary (perhaps a mix of increased intelligence, increased rationality, increased empathy, and most importantly a drastically increased Dunbar's Number) to create a species that doesn't have any violent conflict within itself. Now this is very vague and it's hard to tell what we'd need to do to get this result, or how exactly the resulting species would behave, but it ranges anywhere from just eliminating any unnecessary violence that isn't in self defense to more extreme versions like eliminating rudeness and arguments despite holding different beliefs, and even being incapable of those things entirely (a society of absolute pacifists like that would need to be protected by lesser pacifists who can still stand up for themselves and others). Basically ultra-benevolence is the goal, and my main reasoning for this is that even if we make violence a 1 in a trillion scenario that's still k2 populations of people dying annually in a galactic civilization, likely along with the occasional manmade horror beyond comprehension. In my mind, being a small percentage doesn't make it the slightest bit more acceptable, that's still an unbearable future. The neat thing about this is it also makes governments pretty much unnecessary since the whole galaxy is basically a family or tribe, and if no major unrest occurs even on galactic timelines then communication lag isn't an issue and a unified k3 (or slightly beyond) civilization is possible, and could theoretically remain stable until heat death.
