I'm not adding a location because this is more theoretical and I am interested in answers from different areas.
I flick my boogers out my window and sometimes I wonder if I could technically get in trouble for it. I know someone who got a littering ticket for ashing a cigarette out a window. That's kinda different because it could start a fire, but it was in the winter in a snowy area so it seems kinda silly, like a negligible amount of biodegradable matter that will quickly become completely indistinguishable from wherever it lands.
But that also applies to boogers so that's why I think of it.
Also curious about fingernails. I pick my fingernails and then toss them out the car window too.
I have been told that tossing small pieces of organic matter, like an orange peel or an apple stem, out of your car is considered littering. I get that it could blow on someone's windshield and cause an accident if it obstructs vision, but is there any point at which the amount of organic matter you're tossing out becomes negligible and therefore not illegal?
Not talking about non biodegradable stuff because that's different.
