Would it be illegal to create a business that fabricates fake businesses and fake websites that posed as work experience for people to use on their resume?

For example:
Someone wants a job but they don't have relevant experience so they come to me and pay me a fee, and I create a fabricated website and company name and they claim they worked there for 10 years and have 10 years of relevant experience through that company etc...
Is that illegal? Would a company providing that sort of fake resume experience and fake company/website generation be criminal?

You would be causing harm to the employer who assumes they’re hiring a qualified person, not an unqualified cheater. That will directly harm their profits if they’re a for-profit entity or their cause if they’re a charity.
