Irrigation Low pressure problems

So I work as an irrigation manager and have been having trouble with one of my pumps not maintaining pressure and it surges when over 40 psi. I'm pretty stumped on what to do next? The pipes and l8nes in my field won't maintain pressure either. However, when no watering zones are open the pump will normally stop surging and run fine. Not really sure what's going on?
