Lake pump won't prime even though supply line is water tight?

I'm pretty decent at basic troubleshooting for pumps, but I can't figure this one out.
I've replaced the foot valve and the supply line, and rewrapped all fittings. The line holds water and doesn't leak.
But when I start the damn thing it just shoots a big spurt of water, bubbles out the discharge side, then it LOOKS like it drains back into the supply line. What gives?
