Last tray still hurts. Does it mean my teeth are still moving?

My treatment is finished. My Ortho told me to keep wearing the last tray until the retainers are ready. So, even though was supposed to wear my last tray for 1 week, I will be wearing it for one month.

Usually, by the end of 7 days, my aligners fit well and my teeth don't hurt (meaning teeth movement is finished). However, it's been 2 weeks and my last aligners still hurt. I've been wearing it for around 18-20 hours instead of 22 hours because I thought my treatment is finished so I don't need to wear them for full 22 hours anymore.

Should I be worried?
