Let’s assume they are preparing for bankruptcy, is it just a tactic to keep people calm?

Edit 2: After some discussion, I just want to clarify my question further here.
Voyager suspended all deposits, withdrawals, transactions and LOYALTY REWARDS. They are continuing rewards payments in July.
I know some would think they would continue rewards payments to lure in new customers however deposits are suspended. Some would argue it’s just a fake interest they won’t pay you it anyway, or it’s for tax purposes.
However, if those arguments are true why would they announce that the loyalty rewards are suspended? The rewards add an additional .5 - 1.5% in only btc, eth, and USDC (paid in VGX).
