PLDT is blocking some websites on my network

I have to use a vpn to connect to reddit, github, and have problems setting up my xiaomi lights, I'm not the one in the contract so I'm not sure if I can call customer service, and my landlord that is the one in the contract isn't helpful at all.
anybody experience this before and had found a fix, I tried entering to the router admin and disabling the firewall, changing the dns, etc, but nothing works.
