What are these circled bolts? All the ones I’ve circled rattle if I shake em by hand while the rest are snug.

I’ve been running on 3 cylinders suddenly. My timing belt is loose so I’m going to fix that, but while having the valve cover off I also noticed the bolts circled in yellow are loose to the point of rattling if I move em.
