Is it a good idea to advertise an insurance agency on X.com

I am asking because Facebook is dying as a social network in America, and I feel most of their daily users now are bots posting content.
At the same time, I feel like X.com doesn't have the proper tools to advertise correctly. I keep seeing ads irrelevant to me all the time, and it makes me questions whether an agency doing ads on X.com is the right place.
