Consumer complaint in Georgia by ex employer (advice welcome)

Not me, but a friend of mine had a consumer complaint filed against him with the state of Georgia insurance commission for ‘not filling out a replacement notice’ by his ex-employer and not the actual consumer he wrote the policy on. The policy he wrote was on a former client that maintained a policy with his ex-employer and it was written in addition to, and not designed to be replaced. The former employer filed a complaint stating (his ex boss) that he was the insured. But not the actual client that purchased the insurance. What, if anything, would the state insurance commissioner require or implement on him because of this complaint? Is this something to be worried about? Additionally, he has a job unrelated to insurance, still maintains his license, and as prospects contact him, he offers to sell them insurance
