ACA Insurance plan not effective until next month?

I just moved across the country and am trying to enroll in a new health insurance plan for California.
But everywhere I look says it won’t be effective until June 1st.
Which is a problem, because literally every doctor here is out of network. I feel like I must be missing something, but when I called in to try to register they insisted that was the regulation.
What are people supposed to do if they need to see a doctor for an urgent (but non-emergency) issue before the new plan takes effect?
