When I rent a car, can I buy liability insurance (cheaper) from anywhere other than the rental company?

I don't own a car so I have no car insurance. My credit card provides collision insurance. Each time I rent a car, the liability insurance adds about 50% to the cost of the car. I've tried finding a way to rent non-owners liability insurance for cheaper than the rental company charges but haven't had any luck. Am I stuck or is there an alternative?

Edit: Thank you to all who posted responses. I'm still reading them. I saw a response that asked me to provide the location. I live in Brooklyn, NY. This time, I'm renting the car in Hudson, NY. (I sometimes rent in other areas)

Edit 2: I GIANT THANK YOU to the Redditors who told me about the non-owners policy sold by Geico etc. I called Geico, and their non-owners policy is waaay cheaper than what I've been paying all these years. Even thou I have to buy a 6 month policy for a 2-week car rental, it's still half the price of 2 weeks of rental company insurance. For future longer rentals, the savings% will be much greater. I googled searched the problem endlessly with no luck, and Reddit solved my problem in a flash!!
