Car Insurance Companies That Don't Take License Info?

I used to use esurance, they didn't require you to put in license information or even SSN. But now they close, I tried with Direct (their replacement for my area, California) and I got through the whole thing then got declined because the mileage on my '06 car was too high for them (173k) or my usage was too low (700 miles/annually).

Looking for alternatives that don't take your license information for buying insurance. Thank you! (minimal ca liability)
