Downloading Instagram Photos—URL Length?

- Is this legal? (I'm not talking about my own photos, but other people's)
- I found a website called Dinsta, which lets you download Instagram photos. The first time I tried it, it worked. The second time, it didn't. The first time the URL (after instagram.com/p/) was 11 characters long, but the second time, it was 38 characters long. Does this make a difference as to whether it can be downloaded?
- What's the difference between the long and short URLs, anyway?
