Most effective techniques for getting up to 1k?

What have people found to be most effective when trying to get people to follow you when your profile is very small. Personally I’ve only moved from 250 > 350 in about 9 months, and feel like I could be gaining followers a lot faster.
I usually like a bunch of recent posts with the same hashtags each time I post, as well as just when I’m killing time on insta.
And what about getting featured? Should I be sending my posts to pages to see if they will feature it? What worked for you in the early stages?
