Instagram API: User Subscriptions

Since the new API launched, the User Subscriptions changed a bit. You used to be able to subscribe per user, now you automatically subscribe all users of your app. I'm not sure why they changed this. It's weird to me they would rather do a POST request every time a user posts something. Also the ones you don't want to subscribe.

So, I just want to be sure I am understanding this right. So I just need to create a subscription once. If I don't want every user to be subscribed, I will need to implement a check for this in my app. I can't just tell Instagram who to subscribe.
