Does this have anything to do with someone hacking my instagram?

Whole story short some finessed me and hacked into my account on instagram, honestly I don’t really care cause I had nothing on there and like 100 some followers( All people I know) Currently i’m making a new instagram account and this pops up, does this have anything to do with the hacker? Also right now in the area i’m in I don’t not have the best signal at all so could that be why this is popping up?
