hashtags not showing up in search

I've been tasked to make some Instagram posts for a local organization. When I search for appropriate hashtags, none show up (ex: #democracy, #democratic). However, if I search on "republican" or something like that loads of hashtags show up.

I would like to know where I can find information about this. I do not want to use banned hashtags. (I am not here to argue left or right--I ONLY want to know where I can look for guidance on this, so my client doesn't get shadowbanned).

They may be blocked locally. There's lists online for blocked hashtags, but they're global
