Which pack for high tier gears?

I know the 400 metal pack is what I usually buy for metal cards, but I’m not trying to get into those cards quite yet (I do have most of them E0). My question is, is it worth buying the 800 metal pack if I’m really going for high tier gears that I haven’t unlocked yet? Or should I stick with the 400?
