COMMs not working?

Apologies if this is posted in the wrong place or been asked before.
I just started playing and I noticed my messages only appear in global faction chat. Not in local or regional. Is this happening to anyone else or is it something wonky on my end?
edit: I am actually an idiot. You need to hack a portal first before you can broadcast.
