It looks like quickscoping has been nerfed, by looking at the new trailer that came out today. Here, take a look for yourself. http://youtu.be/6iaGXXcfYog (skip to 0:24) As you can see the way he scopes in is very weird, and looks like it will make quickscoping much harder. I can't really pinpoint what looks so wrong about it, but it looks wrong. Maybe this will be fixed with acog.
