I've seen a lot of people having issues when trying to make payments on Steam. Here is how you fix them:

Use Google Chrome instead of the Steam client. For some reason the Steam client keeps freezing.
After entering the pin code, remove the brackets from the city name (this is what causes most errors)

You can see the brackets in the above image. In this example you will remove "(MH)" and will be left with just Raigarh.

That should just about fix any "oops" errors and allow you to get those sweet sweet games. Hope this helps :)
