Choosing the Right Cooling Solution for i5 12400F

Do I need a liquid cooler for the i5 12400F paired with RTX 3060Ti, or would an air cooler be enough considering the ambient temperature in India can reach around 37°C?
The RTX 3060 is priced at 20k, while the RTX 3060Ti is priced at 22k at offline stores. Considering the 3060Ti's higher TDP of 200W and its reputation for being power-hungry, I'm unsure which one to choose. I want to ensure I get the best value for my money without compromising on performance.
