How are Navy and Airforce requirements different for fighter jets such that TEDBF can not have both Navy and IAF versions?

It makes sense for both Airforce and the Navy to benefit from TEDBF as the Navy will only be inducting close to 100 jets. Beurcrectic hurdles aside, doesn't it make sense for the Navy and Airforce to both invest in TEDBF? That way, we can easily fast track TEDBF program and satisfy Airforce's requirement for twin-engine MRFA instead of importing 90 Rafaels and spending $20-$25 Billion. From the way it seems, MRFA will only be signed 3-4 years from now and it will take 5-7 more years for all aircrafts to join IAF as Rafael's assembly line is busy with orders from other countries.

Just a newbie, so I am curious to know exactly why this can not happen.
